NY and NJ do not have reciprocity, but NJ says reciprocity is only offered in New Jersey to persons licensed as both a barber and cosmetologist-hairstylist. (New Jersey will recognize applicants without administering an exam to those holding a license from a state whose requirements are equal to or greater than New Jerseys. Licensure by endorsement is offered to cosmetologist applicants if they satisfy the requirements for licensure and presently hold a current license as a barber and beautician in another state or foreign country.)

Contact Information
New Jersey Board of Cosmetology & Hairstyling
P.O. Pox 45003
Newark, NJ 07101
973-504-6400 (phone)
973-504-6400 (fax)

so you would be required to take their state boards, but you should contact them directly to make sure of all the facts since rules and regulations are always changing.
