North Carolina Endorsement-Reciprocity

November 10th, 2007

Mary: I am currently a licensed cosmetologist in Florida and we are moving to North Carolina. I know that NC requires 1500 hours for your license. How do I go about trying to get a license there? I am supposed to renew my license by the end of this October, 2007, in the state of Florida, what do I do in this case? If I do not renew my license in Florida (because I am not working as a Cosmetologist at this time), but I do want to keep my license to work as a make-up artist when I move to North Carolina. How do I accomplish this?

Answer: This is what NC says:
LICENSURE FROM ENDORSEMENT FROM ANOTHER STATE APPLICANT
If you currently hold a cosmetologist, manicurist, esthetician, and/or teacher license in another state you may be eligible for a North Carolina license:
To be eligible for a North Carolina license:

*
You must hold a current license in the United States
*
You must have taken state board approved or national examination to obtain your license
*
You must be in good standing with no disciplinary action against your license.

To apply, contact the state board in which you are licensed and ask them to mail a letter of certification to NC State Board of Cosmetic Art, 1201 Front Street, Suite 110, Raleigh, NC 27609. The letter must include the following information:
1. Name of licensee
2. Current address of licensee
3. Social Security Number
4. Expiration date of license
5. Sanctions or other disciplinary actions
6. Verification of a passed state board approved or national examination

Once we receive the letter of certification, we will contact you by letter letting you know what you need to do next.
Please note the following additional information:

*
Applications are only mailed upon approval. If your certification letter states that you have completed the above requirement you will receive an application in the mail.
*
If you took the examination in a state other than the one you are currently licensed in, then you will also need to request a letter of certification from the state your exam was taken in.
*
If you are licensed in a state that will not include your current mailing address on the certification, it is your responsibility to provide your address to us to avoid any delay in the application process.

I also found the following on their site. I noticed you said you aren’t practicing right now, but hopefully you have practiced at least one year out of the last 3. The best thing to do is to get in touch with them directly 919-733-4117 (phone)

(2) The applicant has practiced at least one of the three years immediately
preceding the application for a license.
(3) There is no disciplinary proceeding or unresolved complaint pending
against the applicant at the time a license is to be issued by this State.
(4) The licensure requirements in the state in which the applicant is licensed
are substantially equivalent to those required by this State.
(b) Instead of meeting the requirements in subsection (a) of this section, any
applicant who is licensed as a cosmetologist, esthetician, or manicurist in another state
shall be admitted to practice in this State under the same reciprocity or comity provisions
that the state in which the applicant is licensed grants to persons licensed in this State.
