Fla. states that you should submit a written license certification request to the Department of Business and Professional Regulation, Florida Board of Cosmetology, 1940 North Monroe Street, Tallahassee, Florida, 32399-0790. Your request should include your name, license number, where you would like the certification to be mailed, and your payment of $25. Please allow 30 to 45 days for processing.

Since you have 4 years of active working that can be verified Virginia will probably credit the difference in hours between the 2 states. After certification is sent to Virginia they should be in touch with you to tell you how to proceed, but here is where the endorsement application is online.

Melisa: I have been licensed for 10 years in Florida, and am moving to Alabama soon. How difficult is it going to be for me to get my Alabama license with reciprocity?

Answer: Read the answer given above about certification. Alabama would then contact you and tell you how to proceed. Almost all states give credit for actual work that would make up for the difference in hour requirements, but get in touch with your state board to make sure.
