Your request should include your name, license number, where you would like the certification to be mailed, and your payment of $25. Please allow 30 to 45 days for processing.
Since you have 4 years of active working that can be verified Virginia will probably credit the difference in hours between the 2 states. After certification is sent to Virginia they should be in touch with you to tell you how to proceed, but here is where the endorsement application is online.

You need to contact the Florida state board and see if they have reciprocity with PA if not then you would have to take their boards to get a license.
